Abstract:   While cloud computing presents many opportunities for organizations to improve efficiency and realize bottom-line business advantages, there are also barriers to adopting public cloud– such as security, data movement, licensing and cost. The growing need for scale and compute power is without question, but there has been debate about whether cloud infrastructure providers can handle the needs of technical computing applications, and under what circumstances. While private cloud computing environments may be suitable for many workloads, additional temporary resources may be necessary to complete jobs in a timely manner when internal resources are maxed out.  But how to acquire such resources quickly, and how to avoid wasting those resources when they are not needed, is far from clear.
